Trump Targets New York Again, This Time Over Car Exports


New York Driver’s License Access and Privacy Act

Effective December 14, 2019

The State of New York has determined that, due to the Driver’s License Access and the Privacy Act, the NY DMV will no longer share pertinent driver's license and vehicle registration information with the federal government.  On February 5, 2020, the Acting Secretary of the U.S Department of Homeland Security (DHS) informed the State of New York that DHS is taking immediate action that will significantly affect vehicle exports from New York. Specifically, the letter states,  “Because the (New York) Act hinders DHS from validating documents used to establish vehicle ownership, the exporting of used vehicles titled and registered in New York will be significantly delayed and could also be costlier.”

IAA is aware that registered buyers are unable to export vehicles with a New York ownership document. IAA is actively doing our part to provide our buyers with answers and information regarding this sensitive matter.  

IAA is in contact with the New York Governor’s office and is reaching out to Customs and Border Protection (CBP) to understand what specific information CBP requires to authorize vehicle exports, including whether this information can be provided by a third party. At this time, IAA is investigating whether an administrative solution will resolve the problem.
